Function
The UNAIDS has two important body parts, the Secretariat of UNAIDS, and the Program Coordinating Board.
The secretariat mainly plans, evaluate, and control the actions of the Joint Program, which is a program that joined six organizations together in a joint and cosponsored program the Joint United Nations Program on HIV/AIDS (UNAIDS). Meaning, it’s the plan maker of the UNAIDS.
The Program Coordinating Board looks at the developed plans by the Secretariat of the UNAIDS, and begins to work on them. Meaning it’s the action branch of the UNAIDS. Some of the plans that are
The functions of the Program Coordinating Board are:
This means the Program Coordinator starts work on applying these plans and making them active, and reports back the progress that has been achieved to the Joint Program, and works on encouraging others.
The goal of the UNAIDS is to strengthen the resources and expertise of each of these organizations. Working through the UNAIDS the Cosponsors were able to reach and get in contact with other United Nations agencies, national governments, corporations, media, religious groups, community-based groups, regional and country networks of people living with HIV/AIDS, and other non-governmental organizations (NGOs). The UNAIDS is the first United Nations program to include NGOs in its governing body.
Structure
The UNAIDS is a direct part of the United Nations that combines six organizations under one name and focus on one issue, HIV/AIDS.
The UNAIDS has two important body structures, the Secretariat of UNAIDS, and the Program Coordinating Board. Which plan and, evaluate, and control the actions of the Joint Program, which is a program that joined six organizations together in a joint and cosponsored program the Joint United Nations Program on HIV/AIDS (UNAIDS).
The Program Coordinating Board has 22 representatives of governments from all over the world an some of them are middle eastern countries, and other Latin American countries. 7 representative from the UNAIDS Cosponsors, and 5 representatives from non-governmental organizations (NGOs).
History of the Organization
Since 1986 the World Health Organization (WHO) has been responsible on the issue of AIDS in the United Nations, helping countries to set up needed national AIDS programs. But in the mid 1900’s HIV was spreading at an incredibly fast rate and it became clear that it will have a devastating effect on all aspects of human survival and living, in both the social and economical development.
By that it was obvious that this issue needed more UN effort focusing mainly on this issue itself, but not one single UN organization could fulfill this task on its own. The United Nations addressed this problem in 1996 by joining six organizations together in a joint and cosponsored program, the Joint United Nations Program on HIV/AIDS (UNAIDS). The six original Cosponsors of the UNAIDS, are UNICEF, UNDP, UNFPA, UNESCO, WHO, and the World Bank were joined in April 1999 by the UNDCP, the Cosponsors and the Secretariat also meet several times a year as the Committee of Cosponsoring Organizations (CCO). The idea was founded and applied by the United Nations in 1994, and applied in 1996.
One of its major accomplishments is delivering aid through the media to people all over the world that focuses on awareness of HIV/AIDS, which was broadcast through very important stations.
This means that it mainly broadcasts plans that are to be done. An example would by the meeting that was in New York in 1998 that included some of the biggest companies, like Coca Cola, and MTV Networks International, which announced their commitments to fighting the global AIDS epidemic, and called upon other business leaders to join the cause.
Budget Considerations
The yearly budget of the UNAIDS is about US$60 million and consists of a working staff of 129 professionals, because of that the UNAIDS is considered a uprising-small sized program that holds strong impact. But needs a much greater amount of money to be capable to meet all its roles.
The largest donors to the UNAIDS in 1998 were the United States of America’s government, which contributed US$ 15 million, followed by the Governments of Sweden, the United Kingdom, Netherlands, Norway, and Denmark. The UNAIDS also receives funds from non-traditional donors like China, Thailand, and South Africa.
The received financial funding from various donors is spend on applying agreed on plans by the Coordinating Board and putting them in action. And other broad Aids related programs, and the working staff of 129 professional from various backgrounds starting with doctors and ending with engineers that are in the UNAIDS. And almost 37% percent are used for actual prevention of Aids, and what is left is given for aids research and improving aids related technology.
Key Political Allies
UNAIDS key political allies are countries that come from 5 major divisions, Western European and other groups, Africa, Asia and Pacific, Latin America and the Caribbean, and Eastern European/ Commonwealth of Independent states.
The most obvious countries that helped in developing and improving the UNAIDS are developed and modern countries like, The United Kingdom, and The United States government that contributed with $US 15 million. And other nations in Latin America and rich African states like South Africa, and so forth that contribute with reasonable amounts due to their position, which all together forms the US$60 million yearly budget.
As for the African states that are not financially equipped, they contribute with idea or needed solutions since they already suffer from this issue greatly within their states.
Strengths:
UNAIDS is a coordinator and broadcaster, that has the ability and effective efficiency to plan and direct projects. The UNAIDS strengthens the resources and expertise of each of the organizations that are joined under it. And allows them to working through the UNAIDS the Cosponsors to reach and get in contact with other United Nations agencies, national governments, corporations, media, religious groups, community-based groups, regional and country networks of people living with HIV/AIDS, and other non-governmental organizations (NGOs).
The UNAIDS has the privilege of the six joined organizations, that focus on different aspects of the HIV/AIDS epidemic, and each contribute in its field of expertise with valuable information. That when joined together, ends up with an effectively charted, and programmed plan, that if was put into action will cause drastic changes for the gradual ending of the HIV/AIDS problem.
Weakness:
UNAIDS is severely devastated by the lack of financial aid and funding. It receives a yearly donated budget of $US 60 million, and has to put its money not only on the 129 workers, but also on developing plans and applying, and improving AIDS research, and reaching a more effective way of deliver to economically poor countries.
Which means that the reasons and requirements for developing the UNAIDS are not be met up to, and its severe financial problem is not being directly dealt with by the United Nations. But mainly relying on donations from able countries to try and keep it’s working balance, not forgetting third wold countries that are present in the Coordinating Board, that are waiting for small amounts of aid to reach them, but no effective mean of transportation is available at the time.

the meeting that was in New York in 1998 that included some of the biggest companies, like Coca Cola, and MTV Networks International, which announced their commitments to fighting the global AIDS epidemic, and called upon other business leaders to join the cause.1) Notes, more financial aid be given to the organization to be able to perform and cure larger grounds of the epidemic by, A. encouraging other UN countries to donate money by what they can afford, B. targeting African countries: reasonable donations since it effects them the most, C. allowing that other Countries: according to the countries total income, a percent should be given to the research department of the UNAIDS, D. performing programs that define the UNAIDS and make it known to the public so single donors can contribute, E. carrying out more global financial meetings similar to the one that took place in New York in 1998, to ask global companies for generous contribution, which will help all by increasing the UNAIDS resources and promoting the donor company globally;
2) Concludes, vast improvements on different sectors of the UNAIDS will be accomplished by, A. improving funding, B. limiting the function of the UNAIDS to only planing, evaluating, and controlling the procedures taken by action focused organizations, which mainly focus on performing and applying, which is done by deleting the Program Coordinating Board and leaving only the Secretariat of UNAIDS, since the only achievements that were accomplished were coordinating related;
3) Resolves, countries that do not comply with the requirements mentioned above (funding criteria) will be charged as follows, A. discharged of their available services, B. asked through official letters to comply with the orders if any progress in that case is hoped in being accomplished by, I. explaining the significance of the program and its immediate effects, II. reassuring that the money given will be solemnly put to HIV/AIDS research only, and other aids relate inquiries, III. promising any inquires or doubts that arise will be handled personally by the Secretariat to insure satisfaction, C. asked to explain their action to the General Assembly, since the UNAIDS is directly related to the United Nations, and any actions will be decided based on the overlooked argument, and how it stands before the other countries, which will have the power of choice,
4) Further Resolves, the money that will be raised will be divided into three parts, A. HIV/AIDS related search B. Countries that are in serious and immediate financial aid to balance the problem (like Botswana and poor African countries) and the procedure that is taken for choosing the countries that will get the aid will be, I. considering the countries income, II. the estimated number of people infected with HIV/AIDS, but with no help available, III. providing medicine, and health expertise to monitor the progression of the situation, C. providing the Secretariat of the UNAIDS, with the sufficient amount of the collected money, to continue it work on planing, evaluating, and controlling the procedures taken by action focused organizations,
Honorable delegates the United Nations AIDS organizations would like to represent its hope in a better future for al, when ending this world-effecting epidemic. The UNAIDS has been trying to fulfill and accomplish this dream since the 1990’s, when the main reason for creating this organizations was help in finding an end to this rising and on going problem.
Although some achievements were made, sadly not all were accomplished due to many financial problems. Because of that we would like to remind you that HIV/AIDS is the fastest spreading disease in the 21Ts century, that has still not been entirely cured. And by that would like to ask for your generous helping hand in offering a little amount, which will have a big impact on many HIV/AIDS related researches and programs. Finally, thank countries such as, the United States of America, and other Western European countries, for their endless support since the birth of this organization. Thank you.
