Policy Statements

Issue #1: The ongoing conflict in Chechnya.

China believes and emphasizes that Chechnyaís issue is an internal affair concerning Russia and Russia alone. China wants to emphasize that the question of Chechnya is a question of safeguarding Russian sovereignty and territorial integrity. China would go against any international interference against Russia or any other country and China always believes that every issue can be solved through peaceful negotiations. China believes that the ongoing "conflict" in Chechnya should be an internal affair matter concerning Russian alone unless Russia asks for help. China wants to emphasize once again that any issue that will be discussed about the human rights in the Russian province of Chechnya concernes Russia alone, and China wants to highlight the point that different countries have different measures of human rights. China wants to make clear that it is against any interference and reinforces the Russian right of solving the issue within itself.

 

Issue #2: Measures to reduce military buildup in the Straits of Taiwan.

It is the sacred right of each and every sovereign State and a fundamental principle of international law to safeguard national unity and territorial integrity. The Charter of the United Nations specifically stipulates that the United Nations and its Members shall refrain from any action against the territorial integrity or political independence of any of its Members or any State and shall not intervene in matters which are essentially within the domestic jurisdiction of any State. The United Nations Declaration on Principles of International Law Concerning Friendly Relations and Co-operation Among States in Accordance with the Charter of the United Nations points out that any attempt aimed at the partial or total disruption of the national unity, territorial integrity or political independence of a State or country is incompatible with the purposes and principles of the Charter of the United Nations. China wants to cooperate with fellow delegates but through a cooperation that doesnít violate national sovereignty and integrity since China believes it can handle the situation internally. China wants to make this point clear, the Taiwan question is a question of safeguarding state sovereignty and territorial integrity.

 

Issue #3: Measures to promote peace and stability in Afghanistan.

China also wants to emphasize here that we can maybe help Afghanistan find solutions, but we should not be in charge of the execution. China has been repetitive enough in this issue; China is with cooperation but is not with international interference. China is highly sensitive of national sovereignty because national sovereignty issues are issues of safeguarding the whole country. China would like to be cooperative with fellow delegates in finding solutions, but China emphasizes that the country in the situation should take actions alone unless this country asks for international assistance. China respects the national sovereignty and national integrity of all sovereign nations and emphasizes that national sovereignty is a highly sensitive safeguard issue.

 

 

Resolution Clauses for SC Issues


Issue #1: The ongoing conflict in Chechnya.

* Request Russia to send peacekeeping forces into the Province of Chechnya to maintain stability in Chechnya.

* Requests Russia to take actions towards the issue of the province of Chechnya by sending a committee studying the current situation in Russia.

 

Issue #2: Measures to reduce military build-up in the Straits of Taiwan.

* Request China to take studied actions towards the issue of Taiwan by sending a committee studying the current situation in the province of Taiwan and what kind of govt. the province of Taiwan and China would accept.

* Requests China to send a new govt. to the province of Taiwan to stabilize the situation and for China to withdraw forces from the Straits of the Province of Taiwan.

* Request China to take actions towards the issue of the province of Taiwan by sending a committee studying the current situation in the province of Taiwan.

* Resolves China reunifies with the province of Taiwan peacefully in which:

* Socialist system will be practiced in the main part of China and the capitalist system will be practiced in the province of Taiwan.

* Social systems will co-exist peacefully without one swallowing the other.

* The USA withdraws all of itís forces in the region and will stop selling weapons to the province of Taiwan, and especially withdraws itís forces from Japan since they are causing a regional continuos tension and threat.

* The province of Taiwan will have a Special Administrative Region in which this Special Administration will handle every issue concerning the province of Taiwan with the permission of the main government of China.
